I've encountered the same issue. I was able to teach three Pokemon headbutt and still have the TM in my bag. Bug occurs in version [.21.1].

Flash is now an electric type move that does damage

Fixed the TM not being removed from bag bug for 0.22.

Dont makes sense the TM (is a disc) ''breaks'' after use. Is cool the change in V generation.

Haha I will make the TMs break in this version and create a poll on my blog for this.
I will change the TMs in 0.23 after this poll.
It'll be up after the update.
