0.47.1 cant access route 4 from cerulean city while surfing.

I am standing on the corner where the water ends.
I also tried walking over from the land outside cerulean cave, and that didnt work either.

Doubtful. It's because the boundary is a part of Kanto Route 4, and not Cerulean City. Therefore he'd need to turn Offset Map loading on.

It's just an ordinary Option to toggle (I think under Graphics).
