Surf Bug?

I can't seem to surf. I have the fog badge, my poliwag knows surf, I've been to the burned tower,and I'm not using ride. Yet I never get the "would you like to surf?" message. Any one else have this problem?
Also, on a side note, I noticed a lot of moves will not do the correct move but use"pound" instead.

Are you interacting with the water?

Yes. I walk directly to the water but it never asks to me surf. I also don't see surf on the list next to "summary" but it is on his move list.

Surf is not meant to be found on the Summary screen.

By interact, I mean to click on the water coast as if you were talking to a person.

I meant next to the word "summary" like the way "ride" is listed next to"summary.

That's what I meant. Surf is not meant to be found among moves such as Ride because it's supposed to be an automatic move.

As for not being able to Surf...I'd check it but my debug tools are broken right now.
