i need to check that with the other gym leaders, i will edit my post after that...

i think that's for every kanto gym not just misty, and i think the reason for that is that they don't get registered in your emblems

That is because emblems were never created for Kanto gyms.

what do you mean? they are implemented, all 3 of them, they just don't get registered to your emblems.

By implemented, I mean the artwork, the actual file and such, but you get the general idea.
