Script indicator, for script-specific NPCs who only appear when certain conditions are met.

When not met, the NPC is moved underground to be out of site.

I believe that NPC was a work around for an old bug that occurred back in 0.34 that prevented the player from getting either the Rainbow Wing or Silver Wing. The NPC would give you the Crystal Wing to make up for it.

It is no longer possible to trigger this script.
