Why is Piccolo in Pokémon 3D?

Hey guys, I'm not sure if it's something I've done wrong and glitched up in-game, but I'm unable to find anything about it on the forums.
I'm assuming it's just an easter egg, but it seems that I've stumbled upon Piccolo. Yeah, the green guy from the DragonBall Z.
I got a giggle out of it, but I'm about as curious as I can be as to why he's in the game... xD

It appears that he's apparently given up his fighting career, and is now training a shiny Charizard.
He seems to spawn at the other end of the underground passage at Saffron City. All he says is "Soon..."
Any clues, guys?

I am using a different sprite every version and will be using that sprite to mark the end of the current update
