Waterfall

Ugh. HM's. I have so much trouble finding them. But anyways, I beat the 7 gym leaders and I read it saying stuff about how I can now climb waterfalls but, I am now at TOHJO FALLS and It isn't working so I looked it up and I need the HM waterfall but I can't find it, It's probably just me missing what's right under my nose but still, Can anyone tell me where it is?

enter from the r44 side and just past the first big ice puzzle on the first floor there is a smaller one that leads to the HM
