You go to the radio tower in goldenrod to get the crystal wing which lets you choose hi-oh or lugia

It's a feature that is only in this game

That's what I mean. I don't remember doing it earlier in the game.

You probably did it after it was fixed to actually give the specific item for each legendary. I've gotta go to work now

that or, considering how bad my memory is, I did choose.

Check your key items, and just go to the ho-oh tower first and if that wont work go to swirl islands, mainly because finding hooh is easier then using all your money on repels

I got Lugia, I just wasn't aware that you weren't able to get the other key item.
