Route 47 strange thing

Hey guys. Ive found something strange in the corner of route 47. Here is the img http://postimg.org/image/qeqzv75p7/ . Any suggestions what is it and how to get there?

That is a Sea Incense which you will be able to reach eventually, when you have obtained rock climb from Prof. Oak after defeating all 8 Kanto Gyms.
