I...somehow was able to surf through the Tohjo waterfall (Johto side) from all three tiles (I can surf into the fall from any of them).Image proof here:

The walls are just me looking up, you don't fall through the floor.

EDIT:
You can go up the waterfall when you have a pokemon knowing the HM, this only occurs if you don't.
