Fixed Illegal Man In Radio Tower

Hey, in the Radio Tower there's a man in there with blonde hair. I just defeated the Team Rocket leader and the Director came to me, and now there's always this man behind me. It says there's an 'illegal man' or something like that whenever I talk to him and closes the game. Any ideas how to fix this?
