You can only get Thunderbolt by winning in the Game Corner. And that is not implemented yet.

Sludge bomb.... I am not too sure.

Oh fantastic! Thunderbolt can be replaced by thunder (even if i don't like the 30% miss chances) but sludge bomb is a must have.

Thunderbolt can also be picked up in the Cerulean Cave, (if they go with the HGSS version, which they probably will) which is in Kanto after you beat all 8 gyms, so there is a while until that will be implemented aswell.
