The phone hasn't been implemented yet. But if you go to the flower shop next to the gym and talk to the lady inside, she will give you a squirtbottle. Once you get that, continue north until you get to the strange tree (sudowoodo) from earlier and catch it. From there you continue to the next city, which is Ecruteak I think.
