2. Log in as the original user again in Windows. And test the game.
3. If it works on the other user your user profile might be corrupt.

The principle should be the same, I simply googled "Fault Module Name: KERNELBASE.dll".

I run it on Windows 7 Pro 64-bit and it runs perfectly.

Tried running it as Admin? Have you installed the requirements? Does it work if you run it in compatibility mode?

I am currently using Windows 7 Ultimate 64bit OS and I can play the game no problem. Attempt to redownload everything, If that fails try reinstall your NET framework. If THAT fails, concider backing your files up and reinstalling Win 7. Maybe you have a corrupt file in there.
These are just some suggestions, but if you find something that makes it work please share so we can help other people with the same issue

you need the .net and xna runtimes to run the game, otherwise it won't start. if you have those then i have no idea, sorry. what sort of hardware are you running? have you updated your graphics drivers? i know this is a long shot, but direct x 9 is installed right?

we are using the XNA 4.0 refresh and the version of .net that visual studio 2010 links so its possible those runtimes arent up to date on your rig
