Not a bug Underground in Golden Rod City

I dont know if its a bug or it is part of the game but there seems to be some kind of shop keepers down there and one of the townspeople even say they are selling things but i can't talk to them to buy things from them:$ Am i doing something wrong or is it the game?

No, this isn't a bug at all! It's intentional :3

As for the shopkeepers themselves, they don't sell anything because that hasn't been done yet.
