I have one, took me about 2-4 balls, don't remember. Maybe it was sheer luck, maybe he really is 'uncatcheable'. I don't believe it though.
You could also try a special ball made by apricorns by the old man. They are always a charm ^^ I believe that's how I caught mine. Yes, I know they weren't made to catch a ditto, but if it works, it works.

I caught one too, took me about 5 pokéballs to do it. so it is not uncatchable.
