error can't find ordinal 379 in dll-file iertutil.dll

i just downloaded the pokemon 3d launcher (pokemon3d.exe) and i get this error.
i also tried to download the game files and if i open pokemon.exe it immediately says it doesn't respond.

you need to have the launcher to use the game
have you updated the launcher?

i have downloaded everthing from the download section so i think i have the launcher but if i extract the zip, and double click the pokemon 3d icon it says: can't find ordinal 379 in dll-file iertutil.dll and then goes on to saying it doesn't work anymore and ask if i want to search online for solutions or if i want to quit.

so i think i have the launcher
