Growl keep acumulating after you get out of battles. You just get out of it effects when you quit to menu and continue the game after.
My Charmeleon lvl 18 was not able to kill a pidgey lvl 4 with one ember after some growl and even after i went to pokemon cernter. It just back to normal after I reload the game.
