Not a bug [Indev 0.53.2] Move Tutor can Teach Higher Level Moves

Describe the bug you experienced here.
I know this one can give advantage to the player, but I consider to report this anyway. Move tutor at blackthorn city offers my pokemon its final move (highest move that can be learned) and other moves that shouldn't appear until the pokemon learns by itself via lv up. Additional info: I've tested to several pokemon(newly hatched togepi, cubone, lickitung, golem), it seems only evolved pokemon that makes this happen, unevolved, baby, non-evolved doesn't make this happen
What I expected to happen:
only forgotten/unlearned lower level moves appeared at move tutor

What actually happened:
Move tutor able to taught my pokemon its final move regardless its level.

Steps to reproduce:
1.Bring evolved pokemon to move tutor
2.Accept the offer from move tutor, and check the list of moves that can be learned by your evolved pokemon.

• A level of "Start" indicates a move that will be known by a Seaking obtained at level 1 in Generation VI
• Bold indicates a move that gets STAB when used by Seaking
• Italic indicates a move that gets STAB only when used by an evolution of Seaking
• Click on the generation numbers at the top to see level-up moves from other generations

In other words it's not bug, because it can learn Megahorn at start and at level 72.
