Not a bug hoppip want's to learn tackle at lvl 19

Hi,
My hoppip is trying to learn tackle at level 19 while this (http://pokemon3d.net/wiki/index.php?title=Hoppip) said it should learn it at level 10 and it should learn bullet seed at level 19

now the strange thing: the data file of hoppip said this: Move|10,33 and Move|19,331 where 33 is tackle and 331 is bullet seed (if I'm not mistaken).
What is going on here??

The move isn't implemented in the game. Every moves that aren't implemented yet will be replaced with Tackle.

Maybe the skill isn't implemented yet. A lot of them aren't and the game automatically reverts any non-implemented skills into tackle. And since you don't have tackle on your pokemon, it tried to learn that. If you had tackle, it wouldn't have even popped up. (As far as I know, anyway.)

Have you seen any other Pokemon use Bullet Seed so far?
