Not a bug [Indev 0.53] Ladder in Burnt Tower Is Always There

Describe the bug you experienced here.

What I expected to happen:
...Unlock the Ladder in Burnt Tower after I see the Legendaries

What actually happened:
...It was already there, allowing me to potentially skip the rival fight and look at the legendaries before fighting the rival

Steps to reproduce:
1. ...Go into The Burnt Tower in Kolben Mode
