Re-battling Legendaries

After that story line where you need beat Mewtwo you need collect 16 badges and then you visit Cerulean Cave again for capturing Mewtwo.

After that story line where you need beat Mewtwo you need collect 16 badges and then you visit Cerulean Cave again for capturing Mewtwo.

But i CAN'T get 16 badges because the last gym leader(Blue,in viridian)isn't at his gym.I found him outside pallet town,talked to him,he said he will return to his gym but he just isn't there.Also,i checked the cave,mewtwo still is gone.
PS.i have 15 badges,so i didn't miss any

So here's the idea:Why not make mewtwo ''reapear'' by defeating the league,like in HG/SS IF you haven't caught him yet.So say i defeated him the first time,if i beat the league again he reapears back in the cave.

Talking with him at Cinnabar Island to prove him you have 15 badges and then he Fly to Gym.

Well i suppose i owe you an apology.
Let me explain.
I had 15 badges,i had already talked to blue outside pallet town,at cinnabar island but there was a graphic glitch with the old man in front of the gym and i had to walk THROUGH him to get inside.It fixed itself after i beat the gym and exited.
I entered the cave again and mewtwo was there,so i guess i was wrong and i needed all 16 badges before i caught him(even though it still makes no sense to me.why would you be able to play through the story,beat the leader of team Rocket at the end of the cave,see mewtwo flee the cave only for him to return after you get all badges?)
So i apologise for assuming that it was the game's /devs' fault and not mine.
I suppose this thread should be deleted....so how do i delete this?

Look into what,the old man being in the wrong tile?It fixed after i exited the gym.And it's not something that unusual for me.Many NPCs that walk around can walk into the tile im standing in/moving at,and ''merge'' with my character's sprite.I can just walk to exit the tile,and if i turn around to talk to them i end up talking to my pokemon.It has never happened with a static NPC again though.
