HM01 Cut?

I've rescued Farfetch'd and talked to the guy, who thanks me because he doesn't have the badge so it wouldn't obey him. But he doesn't give me anything to get through Ilex? I thought he was supposed to hand over HM01?

I thought it might have something to do with my computer.dat file when it comes to resetting gym leaders. But it doesn't make any difference even if Azalea Gym is beaten. Not sure what bug this is.
