Heavy Balls

Atm I'm trying to catch Lugia. Therefore I bought a bunch of Ultra Balls but it seems like I'm getting nowhere with this even thought it has a low amount of life and paralyzed..
Then I went make some Heavy Balls which, according to myself, should increase the catch rate against heavy pkm's like Lugia.
What I expected to happen:
Well I expected that the chances of catching Lugia at low life and status problems should, like I said, increase.
What actually happened:
It seemed to have no effect at all (Ultra Balls still the best choice).

I have checked some catch rate calculators and they all tell me that the chance of catching Lugia with a Heavy Ball rather than a Ultra Ball should
quadruple.

Don't know if this is a bug but it seems kind of strange to me... Btw sorry for my english..

Seeing as though there is no hard evidence supporting this as a bug, it will be dismissed as bad luck.

Unless a developer can find an issue with the Heavy Ball mechanics.

I caught him with a pokeball and all i had was 2 heavy balls, 1 love and friend ball, 2ultra balls and 8 pokeballs. I caught him with my first pokeball i threw. Keep at it it is all luck. P.s. He had no status peoblems and full life.
