How do I get past route 1 and to seafoam islands?

I beat team Rocket in Cerulean Cave now not sure what to do, because some guys block Pallet town and Seafoam Island because of rocks. Also trying to figure out how to get the tri pass and rainbow pass to get to the other islands. What do I do now? I don't know where to get the passes or what to do to get the guys to clean up the mess.

Ahh is that all? I didn't attempt to talk to them again because I didn't think they'd take me to the other islands without the passes. ^^; Thanks!

Before this thread gets locked, are the Rocket guys supposed to still be blocking five island after they're defeated in Cerulean cave or do I need to get the rainbow pass to get rid of them? I got tri pass but not rainbow pass. I found out they were still blocking the island when I was in sandbox mode.

Chrono island isnt implemented beyond the part with team rocket yet so no

Ahh okay, so rainbow pass isn't yet available either then, at least I know the Rocket guys blocking the way isn't a glitch. There is still a rocket guy in Cerulean gym though and he should've been gone.

how were you able to go to chrono island after beating cerulean's cave anyways?
also, rainbow pass is implemented.
and about that rocket guy in cerulean's gym, does he happen to be placed under the floor?

I was in sandbox mode at the time I flew to chrono island to check to see if the rocket grunts were gone but they were still there. What made me check was the fact the rocket guy was still standing in the gym even with Misty and the trainers back. I talked to him but it was using Misty's script and started the gym battle with Misty.
