Fixed [Indev 0.53] Chat Delay

What I expected to happen:
...Chat to come up, with the message I`d sent Globally.

What actually happened:
...4 minutes passed before any sign of the message I sent previously appeared.

Steps to reproduce:
1. ...Join a Multiplayer Server, type any message in chat Globally
2. ...Be Sad
...

I've noticed things like this happen with servers that are bugged and consuming 100% of the cpu. Happened on my machine, anyways.
