Fixed (0.22.1) Double Line Phanpy`s foot

It is just a sprite bug. When phanpy are moving, depending on its movement, sometimes its foot get double lined.

here's a fixed version
let me know of anything that needs to be done for sprites or pokemon data files so I can fix it for the all pokemon download(this file has been updated it that download as well)
