    Haven't had a chance to test that but, it is possible.

    HM 1 Flash can be learned muliple times on a single pokemon as seen in the pictures below. Edit: forgot to add version. I'm using verison 0.21 Edit 2: As it turns out both HMs 1 and 5 let you use it mutiple times on a single pokemon.
